【新唐人2013年09月05日讯】最近有海外媒体透露,中共中央要彻底调查前政治局常委周永康的贪腐问题。在原国资委主任蒋洁敏被免职,和四名中石油高管被调查之后,上海惠生工程公司主席华邦嵩也受到调查,在港上市股票猛跌、交易暂停。坊间传言,惠生工程的幕后老板是周永康的儿子周斌。
据英国《金融时报》报导,在股票下跌16%之后,周一,惠生的交易暂停。公司发布声明说,董事会已经获悉,公司的控股股东华邦嵩“现在正在协助中国有关机关进行其调查工作。”华邦嵩和他妻子拥有惠生80%的股权,他的公司在香港上市之后,去年他成为亿万富翁。
根据知情人说,华邦嵩可能被拘捕的一个迹象是,他已经取消了下周的会议。
华邦嵩的公司是最大的石油天然气行业非国营承包商之一,并且把中石油作为它最大的客户之一。根据去年的公开申报,从2009-2011三年间,来自中石油的业务分别占据惠生年收入的63%,80%和58%。
据香港《苹果日报》报导,来自上海、声称是民企的惠生工程,去年底在港上市。今年中就传出,该公司幕后老板为周斌,公司大股东兼主席华邦嵩只是代人持股。
另外,还让人关注的是,公司独立非执行董事刘吉和吴建民与中共前总书记江泽民关系密切。78岁的刘吉曾是江泽民的智囊,而74岁的吴建民曾任中共外交部yabo88官网司长兼发言人,以及中国驻法大使。
据中共喉舌《人民网》报导,周三,惠生工程继续停牌,由于传闻“卷入”中石油贪腐案,惠生工程近期股价连续大跌。报导还说,惠生公司有大量订单来自中石油,其多位高管也来自中石油和中石化。
大陆《第一财经日报》的报导说,惠生工程独特的运作模式耐人寻味:从中石油附属公司那里接到总承包业务后,又分包给中石油下属的施工单位,其中是否藏有“猫腻”呢?
海外《大纪元时报》揭露,蒋洁敏个人财富已达数百亿,在中石油将所有的石化项目都非法承包给自己人,个人年入数十亿。目前最引人注目的就是将多个上百亿的巨型石化项目违规发包给上海惠生公司。
资料显示,中石油四川石化1,000万吨/年炼油,与80万吨/年乙烯炼化一体化项目是由惠生工程有限公司承建,2009年8月开工。这个项目建在彭州,据当地人说,它是周永康极力争取来的。
因为项目造成环境污染遭到彭州民众的强烈反对。当局进行镇压,并且抓捕了谭作人等维权人士。2007年成都维权人士黄琦和谭作人曾经一起到彭州现场进行环境危害的调查。
成都维权人士、六四天网创建人黄琦:“实际上受益的是相关利益集团。而受损害的就是成都乃至周边所有民众。我们民众为他们的发家致富而买单。”
消息人士透露,中石油彭州石化项目是有史以来最黑的项目,380亿元的投资至少有100亿进入了个人的腰包,整个项目就是一个彻头彻尾的“豆腐渣”工程。
黄琦指出,从1999年起,周永康在四川省委书记任上,动用一系列包括公安,国安等手段,打压民间维权人士,封锁六四天网,实际上目的就是保护贪官污吏的权益。
黄琦:“举个例子来说,早在2000年的时候,他们就把天网作为中国第一个遭到关闭的人权网站。因为当时我们揭露了20万农民强迫切除阑尾一案。该案涉及上百亿人民币。其中从中获益的包括七个部委。”
海外媒体曾经披露,周斌利用父亲在政法系统的影响力,在石油和政法委系统大搞权钱交易、买卖官职敛财,收取巨额“保护费”,已集聚至少200亿财富。
《纽约时报》报导,中纪委已经成立了处理周永康事件的专案组。一名前反腐官员透露,调查人员对四川的腐败案进行了调查,并对周永康之子、商人周斌进行了讯问。

Hua’s company is one of the contractors of the largest non-state owned oil and gas enterprises, PetroChina.PetroChina has become Wison’s biggest customer.In 2012, Wison publicized that from 2009-2011, PetroChina revenue alone was 63%, 80% and 58% respectively.
