【新唐人2012年12月27日讯】一个特殊的上访群体——全国鸣冤警察,两个多星期前举行yabo88官网发布会,呼吁惩治司法腐败。由于会上揭露了警察受迫害被关黑监狱等事件,引起媒体的关注。本台记者也采访了鸣冤警察当事人,下面就来听听他们的故事。
今年12月10号“国际人权日”那天,来自各地的前公安执法人员聚集北京,举行了首次yabo88官网发布会,会上宣读了蒙冤警察致中共党中央的第四封《公开信》,并且公开蒙冤警察的集体签名、和《蒙冤警察抗议书》等。
退休女警官宋秀玲在蒙冤警察yabo88官网发布会上,宣读公开信。来自全中国8个省份进京的蒙冤警察代表,请求新的党中央重视蒙冤警察的冤案落实、对长期不予纠正的冤假错案、长期没有人过问的蒙冤警察冤案省份,请求中央采取:提级异地审理措施,尽快解决蒙冤警察的冤案及生活问题。
退休女警官宋秀玲:“就是腐败犯罪太严重了嘛!司法不公。司法不公,每个人都会受到牵连的。那么,今天是我,明天是你!所以我们当警察的也逃脱不了这样的情况。在我们全国各地的警察都是,他们都有自己悲惨的故事!”
中共十八大召开前夕,人权组织《中国人权》代发的全国蒙冤警察“给十八大代表的公开信”里,曾提出要求“党中央和十八大代表正视腐败问题,依法纠正他们的错案,恢复他们政治经济等一切待遇。”当时河南新乡两名警察何祖华和田兰,代表全国蒙冤警察提出那封公开信。他们两人也参与了最近在北京召开的蒙冤警察yabo88官网发布会。
原河南新乡市公安局预审科民警何祖华:“目地就是说,我们希望党中央,腐败问题能够重视,能够真正的推动反腐工作的开展,彻底铲除各种腐败现象。当然,也不是说在这静候,我们也肯定在这一段时间内,还会采取其他的行动,来促进中央领导对咱们腐败问题的重视。”
何祖华向《新唐人》表示,中国大陆的司法严重腐败,滥用职权和公权力的情况从警察身上就能体现出来。他说,他们这些懂法律执法的人员,还被滥用公权力的腐败份子打压、迫害,更何况千千万万的中国老百姓。
何祖华:“现在实际上,维稳已经成为那些腐败份子,他们造成的冤假错案……他们现在出来维稳,就是来保护不受到各方面的追究。实际上拿着国家的维稳经费,干着维护自己既得利益。所以说咱们国家现在一个就是官员贪腐成性,另外一个就是滥用公权力。就是因为咱们法律在这些人手里头,被他们掌控着、被他们利用着,他们互相勾结,所以才造成了现在腐败恶性循环!”
何祖华说,他们出来维权,肯定是因为有冤情,但是检察院法官有法不依,官官相护。
维权律师唐荆陵:“他们本来是中共体制内最有特权的几个部门之一,自己经历到这些被迫害的事,他们才会最终深刻的体会到,在专制体制下,没有人能够幸免的。”
维权律师唐荆陵认为,警察的反腐,跟民众的维权不一样,警察的反腐直接涉及对官僚体制的威胁。因此唐荆陵表示,警察站出来维权,成为一种群体现象,是个好事!
宋秀玲也认为,当局的维稳肯定压不住这个现象!因为老百姓已经愤恨到了极点,他们这些蒙冤警察都被判过刑,也都被抓过!他们已经不再恐惧害怕中共政权的打压。

China’s Victimized Policemen Call for Justice
A special group of petitioners, police victims of unjust cases,
held a press conference two weeks ago,
calling for more serious punishment on judicial corruption.
At the conference, petitioners revealed how persecuted
policemen were detained in unofficial prisons.
Their voices have drawn media attention,
and some police petitioners told their stories to NTD.
On December 10th, the International Human Rights Day,
many former law enforcers of public security bureau
from all over China gathered in Beijing.
For the first time, police victims held a press conference,
and announced their fourth public letter to the
Chinese Communist Party’s (CCP’s) Central Committee.
They also displayed a group signature by all the victims,
and a written protest against persecutions of police, etc.
Song Xiuling, a retired policewoman,
read out the public letter at the press conference.
In the letter, reps of police petitioners of eight provinces
request from CCP’s new leadership to take practical steps in handling their unjust situation.
Some cases have been suspended for a long time
in certain provinces.
Thus they suggest assigning non-local agencies to look into
those cases, and rehabilitate police victims professionally and financially as soon as possible.
Song Xiuling (retired policewoman): ”Simply speaking,
the corruption problem is too bad.
The consequent judicial injustice will hurt everyone
at the very end.
It is hurting me right now,
but it will hurt others tomorrow.
Even we, the law enforcers, cannot avoid such suffering.
Policemen all over China have personal tragic stories.”
Before CCP’ 18 congress, the group ‘Human Rights in China’
published open letter to all congress reps on behalf of the police victims of unjust cases.
The letter requested CCP’s Central Committee and reps
of the congress to “take corruption problem seriously,
to correct the misjudgments on them,
and to recover all their political and economic benefits.”
The letter was presented by He Zuhua and Tian lan,
former policemen from Xinxiang, Henan province, on behalf of all the police victims in China.
They also attended the recent press conference in Beijing.
He Zuhua (ex-policeman, Xinxiang Public Security Bureau):
”Our expectation is that the party leaders can pay more attention to the corruption problem.
And to make practical anti-corruption work improvements,
including eliminating various misbehaviors due to corruption.
We definitely will not be just sitting,
and waiting passively.
During this time, we will take other actions,
to facilitate the leaders to take our problems seriously.”
He Zuhua told NTD that China’s judicial system
has very serious corruption problems.
The ubiquitous behavior of power abuse
can be seen in the experience of the Chinese police staff.
He remarked, if even the law enforcers are being badly
suppressed and persecuted by the corrupt officials, what about the millions of ordinary civilians in China?
He Zuhua: ”In fact, ‘stability maintenance’ has become
an excuse for those corrupt officials to avoid responsibility for the unjust cases created by them.
They spent the national fund for ‘stability maintenance’
only for protecting their own benefits.
Thus currently, one big problem in China is that all officials
are corrupt in nature, and another is the abuse of power.
Because the judicial system is controlled by such people,
they can collude together and exploit the law at will, which leads to the current vicious cycle of corruption.”
He Zuhua said, they stood out to protect their rights
because they were unjustly treated in reality.
However, judges of procurators do not abide by the law,
and shield one another’s wrongdoings.
Tang Jingling (human rights lawyer): ”Formerly, they were
one of the several most privileged units within the CCP’s.
But experiencing persecution themselves, they realized
clearer than others that nobody can truly escape the suffering from the dictatorship regime.”
Lawyer Tang thinks, police’ advocating anti-corruption
is different from ordinary human rights activities.
The police’ anti-corruption actions can directly damage
the bureaucracy framework, thus it is great to see them standing up and protecting their rights.
Song Xiuling also believes that it is impossible for the CCP
to completely suppress their actions, because the grudges of civilians have almost reached the limit.
Even as police staff, all of them had been unjustly treated,
thus now they are not afraid of CCP authorities’ suppression.
