【新唐人2012年2月4日讯】最近广东乌坎村举行选举,选出11名“选举委员会”的公证人,以监督3月1号将举行的新村委领导选举,村民认为,这是他们40年来首次争取到的民间“选举”。国内外多份报纸及网站大篇幅进行报导,邻近不少村镇的民众前往观选,但评论认为这只是假相,不能太过乐观。
为监督3月1号一人一票的村委选举,乌坎村民在2月1号先行选出11名“选举委员会”公证人。而村委会选举结束后,选委会将自动撤销。
乌坎村民蔡先生透露,2月21号他们还将选举村代表,以监督3月1号选出的村委。
乌坎蔡先生:“(1号)那个投票到4点钟,然后那个鉴票,合票的时候就搞12点钟,2月21号可能要选那个村代表,一个村,选不知是1个还是3个代表,选上来监督那些村委会的。我们家乡人都不愿意叫他(林祖恋)去做那个投票公证人嘛,就叫他去..大部分要支持他选那个村委嘛,选公证人就不能选那个村委了。”
蔡先生表示,选村委不是目地,他们要求的是:解决村民代表薛锦波的死因及土地问题。
乌坎蔡先生:“我们现在这些选举问题什么之类的不是很大的问题,现在的问题就是3月1号选完之后,我们那些土地的问题,我们这里的耕地一点都没有了,现在还没查到什么,最重要的就是这个薛锦波的那些死因之类的。”
蔡先生表示,如果这次选出的村委不能为村民解决这些问题,他们还会继续上访。
去年底,乌坎村上万村民因不满村委会在土地转让过程中的贪腐行为,爆发了近两星期的抗议示威,曾引起全球聚焦。
乌坎村这次的选举也令国际关注,除了各大媒体作出大篇幅报导外,大陆网民也在热切关注乌坎的选举进程。
中国“天网”发言人蒲飞认为,对乌坎模式不能太过乐观。
蒲飞:“中国每一个村级的选举正常的,并不是说哪里有一家,哪里是第一家,根本没这回事,从有村民委员会组织法开始,中国法定的村委会选举就是这个选法。如果要真正进行民主化的改革,就该从政府入手,而不是从一个自治组织的选举上开始入手,这是违背基本常识的。”
“权力运动”负责人胡军指出,乌坎已经选出了合法的村委会,林祖銮已当了党支书,如今再重选村委会,是中共在掩盖它的罪恶,把村民的注意视线移开。
胡军:“中共不是就想达到这种效果吗?让人们淡忘,淡忘罪恶。因为锦波的事情还没给一个说法,锦波到底是怎么死的?现在连锦波的尸体都没有给,我说它做这个选举,本身乌坎的老百姓已经做过选举了,已选出了合法的村委会。”
《东方日报》指出,乌坎事件爆发后,粤东一带,海门、海丰、陆丰等多地陆续效法,要求惩处贪官、推动民权、民主。但官方对这些地方的诉求一律打压、并要求媒体噤声。
政论家伍凡表示,目前中国有62万个和乌坎村情况相同的村子,如果都是按照现在乌坎选举的模式来做,等于仍然控制在共产党之下。

Is Wukan’s Situation Getting Better or Worse?
Recently Guangdong’s Wukan village held an election to
select 11 members of the election committee,
to supervise the new village leadership election held
on March 1st.
Villagers expressed that, this is the first democratic election of
the past 40 years.
Many mainland newspapers and websites have reported on the
incident, and villagers from nearby villages all went to watch.
However, external commentators believe that this
might all be faked.
To supervise the village leadership election held on March 1st,
Wukan villagers elected an 11 member election committee.
This election committee will be disbanded right
after the village leadership election.
Wukan villager Mr. Cai explained that, they will hold
a village representative election again on Feb 21,
to supervise the village leadership election on March 1st.
Mr. Cai said, “The (Feb 1) voting lasted until 4pm, then
counting the vote went on un til 12am.
(We) might elect village representatives again on Feb 21, but
it’s not sure whether there will be 1 or 3 representatives per village, to supervise the new village leadership.
No one near my home wanted (Lin Zulian) to be on the
election committee, but he was told to go.
Most people support him for the new village chief,
but he can’t run if he is on the election committee.”
Mr. Cai expressed that, electing the village chief is not the goal;
their demand is, to resolve the death of villagers’ representative
Xue Jinbo and to also resolve the land conflict.
Mr.Cai: “Now, the election is not our major issue,
our real problem is after the election on March 1, our land issue…
we have no farm land now, not even a little… and…
we still have not get anything on the cause of death of Xue JinBo.”
Mr. Cai also said that, if the newly elected village leadership
cannot solve these issues, they will continue to petition.
Near the end of last year, tens of thousands of Wukan
villagers went on to protest for nearly two weeks against the
village leadership’s corrupt practice in land rights transfer,
thereby gaining worldwide attention.
This election also drew international attention.
It was reported by mainland media as well as
being closely watched by mainland netizens.
Tianwang spokesperson Pu Fei explained that, Wukan’s
situation does not allow for an optimistic outcome.
Pu Fei says, “China’s village level elections norm is like this,
who knows how many families there are, or anything like how many for that matter.
Since the existence of village committees,
China’s official law for village election has been like this.
If you really want move toward democracy,
then you need to start with the government, not
with a self organized group, this is against common sense.”
Rights Movement organizer Hu Jun pointed out, that Wukan
has now elected a legal village committee and
Lin Zulian is already the party secretary,
now they are doing a reelection,
this is the CCP covering up it’s own evil doing,
to divert villagers’ attention from what is really going on.
Hu Jun asks, “Didn’t the Chinese regime want this?
To make people forget, forget about its evil.
They haven’t given a cause for the death of Jinbo,
how did he die? Now Jinbo’s body was not even given back,
this election, the villagers have already had it, they have
already elected a legally accepted village committee.”
Oriental Daily pointed out that, after the Wukan incident,
many places in eastern Guangdong like Haimen, Haifeng
and Lufeng all wanted to follow suit, requesting punishment
for corrupt officials, and pushing for democracy.
However, the regime suppressed all of these requests,
and silenced all media.
Political Commentator Wu Fan explained that,
there are currently 62,000 villages like Wukan in China.
If they all hold elections like Wukan are doing right now,
they also will be controlled by the Communist Party.
