【新唐人2013年11月21日訊】在中共十八屆三中全會召開前的很長一段時間裏,國外媒體曾一度熱炒﹕中共領導人習近平將「拿下」前政治局常委周永康,後來甚至連大陸媒體都跟風熱炒,但在三中全會前一切戛然而止。如今三中全會已過,與周有關的四川商人、及所謂「石油幫」又開始被抓捕。「拿下周永康」再度成為各界議論的重點話題之一。
中共十八屆三中全會剛一結束,中共黨媒《新華網》就登出,四川「成都高新投資集團」董事長平興涉嫌犯罪,已被移送司法機關處理。
「成都高投」總資產規模約330億元人民幣,資本金約110億元。
2003年3月,平興在繼續擔任成都高新區管委會領導的情況下,同時出任了「成都高投」總經理。到去年(2012年),「成都高投」註冊資金從3億元迅速增長到110億元,絕大部分來自於成都市政府的財政撥款。外界認為,這都與歷任成都市長、市委書記李春城有關係。
另外,從「成都高投」的投資狀況分析發現,公司與正被調查的女富豪——「國騰實業集團」董事長何燕有關聯。有知情人士指稱,何燕與已落馬的四川省原副省長,省文聯主席郭永祥過從甚密。
在此之前,已有9名四川籍商界人士被查,都與李春城和郭永祥案有關。
郭永祥曾長期出任周永康秘書,李春城也被認為與周永康關係密切。周永康曾擔任四川省委書記。
不過,當局對「石油幫」的清理也在同時進行。除了「中石油」的前董事長蔣潔敏等一干人馬被雙規外,日前「中石油」印尼的總經理魏志剛,也被中紀委從家中帶走。
知情人士表示,在魏志剛擔任中石油印尼公司負責人期間,他最擅長的業務是在公海倒賣原油。他把國家高價收購的國際原油資源,低價賣給張宏偉控制下的「香港聯合能源集團公司」,而周永康的兒子周斌、和「中石油」的新舊領導蔣潔敏、黃炎、張轟等,都從張宏偉那裏獲得巨額回扣。
香港《蘋果日報》揭露,「中石油」前董事長蔣潔敏利用執掌中石油權力,在海外油田收購油田設備等方面採購,向「石油幫」幫主——周永康的家族輸送利益,令周氏家族通過海外公司賺取上百億美元,並將鉅款洗到瑞士銀行。
蔣潔敏還把價值3000億的遼河油田,僅以1000萬元賤賣給周永康兒子周斌。
香港的《太陽報》日前報導說,中共在過去的七、八個月時間裏,雙規了11名副省級或更上級高官、和上百名廳級高官。《太陽報》指出,根據黨內鬥爭規律,這次反腐不會止於省級貪官,劍鋒所指一定有「大人物」,某退休政治局常委已呼之慾出也。
中國問題獨立評論員李善鑒表示,習近平收集了很多周永康腐敗的證據,從經濟上處理他已經足夠了。
中國問題獨立評論員李善鑒:「對他開始的指控應該還是用經濟、貪污,用這個事情想去搞他。但是周永康他的最大罪行遠遠不是經濟貪污的問題。」
去年王立軍事件後,美國媒體曾指稱,周永康和中共前重慶市委書記薄熙來密謀政變,並活摘法輪功學員器官。
事實上,周永康的主導的血腥暴力維穩,每年維穩經費已超過了軍費,但官方與民眾的衝突卻也越演越烈。
山東盲人維權律師陳光誠日前在英國國會發表演講時說,去年( 2012年)中國維權抗暴事件加在一起共有24萬起。
時事評論員藍述:「在這種情況之下,他必須推出一些替罪羊。像周永康這種罪大惡極,雙手沾滿了人民鮮血,而且讓所有人非常痛恨的這種人推出來,做替罪羊是最合適的了。」
中國問題獨立評論員李善鑒指出,從另外一個角度來講,歷史留給習近平的時間不多了,他需要儘快做出抉擇。那就是選擇保中共還是保中國。

Sichuan Oil Gang Arrested – Is Zhou Yongkang Next?
Recently, the Chinese Communist Party (CCP) leader
Xi Jinping was rumored to sack former Politburo Standing
Committee member Zhou Yongkang, as reported by media
both at home and abroad.
Suddenly, with the opening of the Third Plenary Session,
all went silent.
Recently, the “sack Zhou Yongkang" has once again
surfaced due to the arrest of a Sichuan businessman,
and members of Zhou’s oil gang.
As the Third Plenum has just come to an end, the CCP
mouthpiece Xinhua reported that:
Sichuan Chengdu Hi-tech (CDHT) Investment Group
Chairman Ping Xing has been transferred to judicial organs
for alleged crimes.
The CDHT investment has total assets of about 33 billion
yuan and capital of about 11 billion.
March 2003, Ping Xing was appointed CDHT general manager
while he was also the Regulatory Commission leader of the
national high-tech industrial development zone in Chengdu.
Until last year, CDHT had increased its registered capital to
11 billion yuan from the original 300 million yuan.
The vast majority of this rapid growth came from Chengdu
government funding.
It is suspected to be related to Li Chuncheng, the Chengdu
Mayor as well as the party secretary of Chengdu.
CDHT investments were found to be closely related to
the Chairman of Guoteng Industrial Group, He Yan,
who is also being interrogated.
Informed sources have alleged that He Yan has a close
relationship with the already sacked former Vice Governor of
Sichuan Province, Guo Yongxiang.
Both Li Chuncheng and Guo Yongxiang have been alleged to
be involved in cases of nine other Sichuan businessmen.
Guo Yongxiang had long served as secretary for
Zhou Yongkang.
Li Chuncheng was also believed to be associated with
Zhou Yongkang, who was once the Party Secretary of Sichuan.
The authorities are also taking action on the oil gang.
The former Chairman of PetroChina, Jiang Jiemin,
has been arrested.
PetroChina’s Indonesian General Manager Wei Zhigang
was also taken away by the authorities.
Informed sources said that Wei Zhigang’s specialty as the
chief of PetroChina in Indonesia was to resell crude oil
on the high seas.
He sold the crude oil obtained through high-priced acquisition
at low price to Hong Kong United Energy Group Company
owner Zhang Hongwei,
who would in return pay huge kickbacks to Zhou Bin, the son
of Zhou Yongkang, and former and current PetroChina leaders
such as Jiang Jiemin, Huang Yan , Zhang Hong.
Hong Kong media Apple Daily revealed that Jiang Jiemin
manipulated his power in PetroChina
to transfer funds to Zhou Yongkang’s family members
billions of U.S. dollars through overseas oilfield equipment
purchases.
A large sum of money was kept in a Swiss bank.
Jiang Jiemin also sold the Liaohe Oilfield worth 300 billion
yuan at only 10 million yuan to Zhou Bin, Zhou Yongkang’s son.
Hong Kong newspaper, The Sun, recently reported that 11
sub-provincial or higher level officials,
and hundreds of department-level officials have been sacked
in the past 7 to 8 months.
It is reported that the CCP inner-party struggle will not stop
at the provincial level.
It seemed that a big shot, or a retired Politburo Standing
Committee member is being pointed at.
Commentator Li Shanjian believes Xi Jinping has collected
enough evidence on Zhou Yongkang’s alleged corruption cases.
Li Shanjian, commentator: “The allegations will focus on the
finances and corruption, even though Zhou Yongkang’s biggest
crime is far more than cases of corruption."
Last year, media at the U.S. have alleged Zhou Yongkang
and former Chongqing Party Secretary Bo Xilai’s involvement
in the coup plot and live organ harvesting from Falun Gong
practitioners after the Wang Lijun incident.
In fact, Zhou Yongkang led the stability maintenance with
bloody violence, in which he spent more than the military
budget, and intensified the conflict between officialdom
and the general public.
In a speech at the British Parliament, the blind human rights
lawyer Chen Guangcheng indicated that last year there were
a total of 240,000 human rights defending riots in China.
Lan Su, commentator: “In these circumstances, there are
scapegoats needed.
A person like Zhou Yongkang who has committed so many
heinous crimes, whose hands are stained with the blood
of the people, and is hated by everyone,
is the most suitable scapegoat."
Commentator Li Shanjian explains that from another
perspective, history is leaving little time for Xi Jinping.
He needs to make a choice, as soon as possible,
between the CCP and China.
