【新唐人2013年10月24日訊】中共中央有關規定,凡擔任過黨和國家領導人級別職務的高級離退休官員,仍然享有在位時的政治待遇和生活待遇。全國政協常委,「復旦大學」圖書館館長葛劍雄,在今年三月「兩會」期間曾經提出提案,建議國家制定離任國家領導人的禮遇條例,以及退休官員的待遇規定,並且向社會公開。葛劍雄告訴本臺記者,有關部門對他的提案已經回覆。
作為政協常委,68歲的葛劍雄敢於直接面對民生問題,在近幾年的中共「兩會」上,經常為百姓說話,因此被一些媒體冠以「葛大炮」、「犀利老頑童」、「高齡憤青」等暱稱。
葛劍雄告訴《新唐人》,他在今年全國人大和政協會議期間,提出對離任國家領導人應該制定一個對他們禮遇的條例。
葛劍雄的提案說,沒有細則,會讓在任的人很為難。應對離任國家領導人的規格和待遇、時效、適用範圍、保障措施作出明確規定。該優待就優待,但應該明碼標價。現在離任國家領導人一、兩百個,他們所享受的待遇,不能延及他們的子孫。納稅人的錢不能這麼花。
復旦大學圖書館館長葛劍雄:「哪些是應該有的?讓大家都知道。因為正常的情況下,保持一定的禮儀,這是應該的。但是到甚麼程度,適用的時間有多久?哪些應該保留,哪些不必要保留的,這些都應該有一個條例規定,也便於各個方面,在接待,平時跟他們交往當中,能夠遵照這個條例辦事。」
葛劍雄說,有關部門對他的提案已經做出回應。
葛劍雄:「有關部門答復我,他們一方面是有規定的,一方面他們也認為這個意見是對的。他們也進一步要制定明確。」
海外中文媒體報導,中共中央組織部老幹部局一份資料披露,江澤民、李鵬、萬里、喬石、朱鎔基、李瑞環、宋平、劉華清、尉健行、李嵐清、榮毅仁等12人,享有最高級離退休特權待遇,每人都配備警衛6名、司機2名、工作人員2名、秘書2名、廚師1名、保健醫生1名、護士1名。江澤民還配備了由黨政軍現司局級8名人員組成的辦公室。
另有105名退休的政治局委員、人大副委員長、副總理、國務委員、中央軍委委員,每人都配備警衛2名、司機1名、工作人員2名、廚師1名、保健醫生1名、汽車2輛。他們乘坐飛機,還可以包頭等艙或公務艙6到8個座位﹔乘火車,可以包一節軟臥或加一節專門車廂。
不僅如此,如果元老們有甚麼特殊需求,向中央或有關機構提出,還可以「特事特辦」。例如,江澤民在整理《江澤民文選》、李鵬在整理《李鵬日記》時,中央都特別加派工作人員。同時作為「政治任務」,要求中央文獻研究室、黨史研究室、中央檔案館、以及有關出版社全力保障完成。
葛劍雄表示,他聽說一些退休領導人要求過分待遇的事情。
葛劍雄:「比如說,有的地方接待一個領導人,照慣例辦了,他手下的秘書陪同嫌不夠,還要增加。還有的時候,有些個別的家屬打著領導的旗號,到外面來,要照這個規格、要照那個。」
特為退休元老出遊服務的,有國航2架專機、軍方2架專機,3列有7節火車廂的專列。專列行經的鐵路沿線,都有武裝保護,所有快慢旅客列車,都要提前停站讓路。即使是同方向行駛的旅客特快,也要提前停下來,讓專列後來居上,超越而過。
有報導說,退休領導人到了地方之後,地方主要首長會前往下榻之處覲見、並陪同參觀考察,十幾輛車組成的車隊,由警車開道、殿後。
像江澤民、李鵬、朱鎔基,雖然退居幕後了,如果前往地方渡假視察,各種警衛保安待遇和行程安排,都仍比照在位時的待遇。某些時候,還是全程封路。

Retired Senior Leaders Treated Like Emperors
China’s central regime has unauthorized rules. Senior
officials’ treatment remains unchanged after they retire.
In March, a Chinese Communist Party (CCP) official Ge
Jianxiong raised a proposal to the regime.
Ge suggested making regulations for retired officials where
the information should be open to the society.
Ge told NTD television reporter that he received a formal
response from the government.
Ge Jianxiong, 68, member of National Committee,
is an outspoken person regarding livelihood issues.
He often speaks for civilians during CCP annual meetings.
Media respectfully call him “Cannon Ge” or “Sharp Peter Pan”.
Ge told NTD that he raised a proposal to the National
People’s Conference and Political Consultative Conference.
He suggests drawing up rules for treatment
of retired leaders at central regime level.
If there is no clear rule, the current leaders
will find it difficult when they face complaints.
It should clearly indicate what the level other leaders are, and
standard treatment, period, range and protection needs.
If they deserve a special treatment they should get it,
but this has to be clearly stated.
Now there are a couple of hundred or so retired leaders in
the central regime.
Their special treatment should not be passed on to their
children.Taxpayers’ money can’t be spent like this.
Ge Jianxiong: “Who should deserve it? They should
let everyone know.
Normally, to maintain a certain etiquette should be fine.
But what kind of scale and for how long?
What should be retained and what is unnecessary?
This should be clearly stated.
It will be easy for all, when people contact them,
they will follow the rules.”
Ge Jianxiong says the relevant offices
have responded his proposal.
Ge: “They replied, they had some rules, and they think my
suggestions are correct.
They will make further and clear rules.”
Overseas Chinese media reported a document from the CCP
Organization Department Veteran Bureau.
This revealed that 12 former leaders including Jiang Zemin,
Li Peng, Qiao Shi, Zhu Rongji and Li Ruihuan have the most
senior retirement privilege treatments.
Each of them has six guards, two drivers, two staff, two
secretaries, one chef, one doctor and one nurse.
Jiang also was equipped with an eight-staff office formed by
high-ranking officials from Party, government and military.
105 retired members of the Politburo, Deputy Secretary
of National People’s Congress, Vice Premier, State Council,
and Central Military Commission,
each have two guards, one driver, two staff, one chef,
one doctor and two cars.
When they take a flight, they can occupy six to eight seats at
first class or economic class area.
If they take a train, they can take up one soft-seat
compartment or add an extra compartment.
In addition, if they have special needs, they can apply to the
central regime or relevant departments, and will get it.
For example, when Jiang Zemin reviewed his book “Jiang
Zemin Works” and Li Peng reviewed his book “Li Peng
Diaries”, the central regime gave them more staff.
Also, as a political task, the Literature Research Center,
Party History Research Center, Central Archives Library
and publishing house had to guarantee its publication.
Ge says he heard that some retired leaders required
excessive treatment.
Ge: “For example, some places prepare receptions for a leader.
They do this to a usual high standard, but the secretary of the
leader complained that it was not enough.
Sometimes, the leaders’ family members use their influence,
asking for the same treatment when they travel.”
Retired senior leaders special treatment means, when they
travel, they can have two Air China special planes, two
military planes and three trains with seven compartments.
Along their travel route, there are armed security personnel,
all the passenger trains have to stop and give way.
Even the express-train going in the same direction,
must stop earlier, and let the special train pass.
Sources said that when retired leaders visit places, the local
leaders will go to see that leader, and accompany him around
on his visit.

when they go on holiday, their treatment remains in accordance
with their previous positions
