【新唐人2012年5月9日訊】中共十八大召開在即，由12人組成的中央軍委中，有7人準備退休，目前已經有大約20名軍方將領，等待競爭這7個位子。而由於薄熙來事件，那些與薄熙來親近的軍中太子黨們面臨著被清洗，目前已知有第二砲兵部隊政委張海洋和總後勤部政委劉源兩人，受到影響。
中共最高領導層準備在今年秋季十八大進行權力交接，最高軍政領導位置將由新人接班。而中共中央軍委目前有7人準備退休，約有20名軍方將領，將競爭這7個位子。
「英國廣播公司BBC」引述《金融時報》網絡版5月7號的報導說，兩名與薄熙來關係密切的太子黨將領，目前看來不太可能進入12人組成的中央軍委，一個是第二砲兵部隊政委張海洋，另一個則是劉少奇之子、總後勤部政委劉源。
美國「哥倫比亞大學」政治學博士李天笑表示，中共是誰掌握槍桿子，誰就能掌握政權。
李天笑：「 那麼在這種情況下，所有的鬥爭，他的變化也好，他的發展趨勢也好，這要看誰掌握軍權，因此，這次我覺得胡錦濤他如果繼續在軍委的職務上，能夠繼續2年，那麼他在十八大安排過程中，就能夠把一些薄熙來、周永康靠得比較近的這些人拿下去。」
報導說，張海洋與薄熙來是好朋友，當薄熙來主政重慶，張海洋任成都軍區政委的時候，兩人的關係就更加密切。而屬於強硬派路線的劉源與薄熙來的關係，從他們的父輩薄一波和劉少奇那個時代，兩家就一直很密切。
李天笑：「現在根據報導的情況來看。二炮政委張海洋，還有總政政委劉源，一個是原來劉少奇的兒子，這兩個人至少來說，可能進入軍委的希望就比較渺茫了，因為他們跟薄熙來的關係非常近，還有像國防部長梁光烈，整個來說就是，誰只要參與了薄熙來、周永康成立第二中央向胡錦濤奪權的陣營的話，都要被拿下去，看來就是一個趨勢。」
另外，報導引述專家的話說，一些非出身太子黨的將領正在拉近關係，以便把薄熙來倒臺化為他們晉升的機會。而一些效忠胡錦濤的太子黨將領也都積極表態，例如，海軍政委劉曉江和國防大學政委劉亞洲，上個月都通過官方媒體表示效忠中央。
獨立評論員夏小強表示，胡錦濤如今軍權在握，但是如果他把軍隊當作黨內鬥爭的工具，或者是利用軍隊來保證十八大順利交接班等，那就毫無意義了。
夏小強：「 現在胡溫一方，正在進行對江澤民、周永康血債幫的清洗，已經不是中共簡單的內鬥，而是胡溫一方面對正義與邪惡，而做出一個道德和良知的選擇，如果胡錦濤能夠利用掌控軍隊這一優勢，把清算江澤民、周永康血債幫的事情做好，那才是真正有意義的事情。」
夏小強認為，由於中共的殘暴統治，已經招致天怒人怨，社會危機已經到了全面爆發的臨界點，特別是胡溫政府和下屆即將接班的習近平等，都不願意再揹負中共繼續迫害法輪功的黑鍋，因此，胡錦濤更應該把握這個時機清算「血債幫」。

Twenty candidates compete for seven CCP Military Commission spots
Before the 18th National Congress, 7 members of the CCP
Central Military Commission are retiring.
There are around 20 generals competing for these 7 spots.
Princelings who were close to Bo Xilai like political
commissar of the Second Artillery Corps Zhang Haiyang
and General Logistics Department political commissar Liu
Yuan have lost their chances due to the Bo Xilai incident.
The CCP is preparing for highest-level military power
handover during the 18th National Congress this fall.
7 members of the Central Military Commission are retiring,
with around 20 generals competing for these positions.
The BBC quoted a report by the Financial Times on May 7,
which suggested that Zhang Haiyang,
Second Artillery Corps political commissar and Liu Yuan,
General Logistics Department political commissar
are unlikely to join the 12 member Central Military
Commission due to their close relationship with Bo Xilai.
Li Tianxiao, Political Science PhD at Columbia University
expressed that whoever controls the military controls the CCP regime.
Li Tianxiao, “Under this environment, all conflicts, all changes and development,
are dependent on who controls the military.
I think if Hu Jintao can maintain his position in the military
for another two years,
he can remove those close to Bo Xilai and Zhou Yongkang
from the lineup of the 18th National Congress.”
According to the report, Zhang Haiyang is a good friend
of Bo Xilai.
When Bo Xilai controlled Chongqing, Zhang Haiyang
was Chengdu Military Region political commissar. They were very close at the time.
Liu Yuan’s relationship with Bo Xilai goes back to the days
of their fathers, Bo Yibo and Liu Shaoqi.
Li Tianxiao, “Looking at the current situation, the Second
Artillery political commissar Zhang Haiyang and Liu Yuan,
General Political Department political commissar and
son of Liu Shaoqi,
they are unlikely to join the Central Military Commission
because of their close relationship with Bo Xilai.
Others like Liu Guanglie and in general, all those involved with
Bo Xilai and Zhou Yongkang will lose their position. That’s the overall trend.”
The BBC report also quoted experts who stated that some
generals who are not princelings are using the fall of Bo Xilai as their chance to rise up.
Princelings who support Hu Jintao,
like Navy political commissar Liu Xiaojiang, and the
National Defense University political commissar Liu Yazhou,
expressed their loyalty to Hu Jintao through official regime media.
Independent commentator Xia Xiaoqiang expressed that
Hu Jintao now controls the military,
but it would be pointless for him to use the military
as a tool for CCP infighting,
or to guarantee arrangements for the 18th National Congress.
Xia Xiaoqiang, “Right now, Hu Jintao and Wen Jiabao are
washing away Jiang Zemin, Zhou Yongkang, and other bloody debt gang members.
This is no longer CCP infighting, but Hu and Wen are making
a moral and righteous decision in this battle between good and evil.
If Hu Jintao uses this control over the military to bring Jiang
Zemin, Zhou Yongkang and other bloody debt gang members to justice, then that’s truly meaningful.”
Xia Xiaoqiang believes CCP’s brutal rule has angered heaven
and men, and social crises are at a full-blown, critical point.
Hu, Wen and Xi Jinping don’t want to carry the blame
for those who persecuted Falun Gong,
that’s why Hu Jintao must grab this opportunity to bring
the bloody debt gang to justice.
